TYNGSBORO — A long-discussed plan to create a Department of Public Works, merging the functions of several existing departments, goes before voters at the Town Meeting on Tuesday.
Town officials and residents have talked on and off for more than two decades about the possibility of having a DPW, but it has never been put to a vote, according to Select Board Chair Ron Keohane.
“Many current departments have some responsibility for public works and infrastructure. DPW will merge these departments into one infrastructure group. A DPW will be a single point of contact to bring efficiencies with better coordination, communication and oversight,” Keohane told The Sun.
At a pre-Town Meeting held recently to give voters information about articles on the warrant, Town Administrator Matt Hanson explained the Sewer Department, one of the town’s largest, will become part of the new DPW, but “will still have some authority under the control of the (elected) Sewer Commission.”
Hanson and Keohane met with the Sewer Commission to work out details of the arrangement.
In addition to sewer services, the DPW would maintain the town’s cemeteries, parks and recreation areas, streets and roads, as well as buildings and grounds.
Other articles on the warrant would:
• Require door-to-door sales persons to register with the Police Department.
• Extend the leash requirement for dogs to 24 hours (from the current 7 a.m. to 9 p.m.) and extend the ban on roaming free to 24 hours.
• Transfer $50,000 from free cash to the Winslow School hazardous materials abatement fund.
• Reorganize but make no substantive changes to the zoning bylaws. The intent is to make the organization of the bylaws easier to follow.
Town Meeting begins at 7 p.m. at the Tyngsboro Elementary School.
