KINGSTON, N.Y. — Ulster County has commissioned a study to determine the feasibility of creating a facility where discarded items, including some construction debris, could be pulled from the waste stream and given new life.
The county Legislature on Tuesday authorized the execution of a $73,570 contract with Sustainable Hudson Valley to conduct a study on the creation of a “reuse innovation center” with the goal of maximizing the amount of discarded materials that can be diverted from the waste stream.
“The feasibility study would be around creating a facility that will help us reduce the amount of solid waste going into the landfill,” said Nick Hvozda, executive director of the Ulster County Department of the Environment. “The way we’re seeing this project, is it fits into a larger effort the Legislature is leading which is to do a “zero waste implementation policy,”
Hvozda said Sustainable Hudson Valley will work with stakeholders in the county, including the Ulster County Resource Recovery Agency, to determine what materials now going into the waste stream could be diverted for reuse and whether there is a market for those materials.
“It could be something as simple as separating clean wood from construction demolition debris and reselling it, or a dresser that could be deconstructed and sold as project wood,” he said.
Hvozda said other items that could be considered as part of the study would be discarded clothing, appliances, other types of furniture and certain types of metals.
The Ulster County Resource Recovery Agency currently ships solid waste collected within the county to the Seneca Meadows Landfill, in Waterloo, a roughly 475-mile roundtrip.
He said reducing the amount of solid waste going into that landfill could both reduce disposal costs for the agency, which pays a per-ton disposal fee as well as the greenhouse gases created by decaying refuge and the trucks that haul it.
Hvozda said he expects the study to take about a year.
