The Carroll County Board of Supervisors are moving forward with seeking applications for a contracted labor position to conduct COVID-19 contact tracing. Supervisor, Dean Schettler, has been working on gathering information since a coalition meeting a couple of weeks ago.
The county will be creating a temporary position that will do all contact tracing and will then rely on employees from Environmental Health if they become overwhelmed with cases. Schettler adds Carroll County Public Health is getting busier now with flu clinics and other regular duties, so this will allow them to cover the need, and to do it much quicker than the Iowa Department of Public Health (IDPH) has been able to do. Emergency Management Coordinator, Sara Anderson, says the pandemic response is classified as a county disaster and therefore these duties should be a function of the county. She adds it will not only cut down on notification times, it will also put some authority behind the effort. Anderson has been receiving reports of residents who are angry because confirmation follow-up is lagging behind initial notices of exposure to COVID-19. She uses the school districts as an example.
Anderson was asked if the salary of the temporary employee would be covered under the Federal Emergency Management Agency (FEMA) funding.
Anderson says with Test Iowa conducting testing on Monday’s, Wednesdays and Fridays, a good deal of the workload is being shifted to the weekend. Supervisors agree they will need to fill this position with someone who can start immediately. Anderson says they will expect to have this person based out of an office in the basement of the courthouse. The job description and application will be made available on the county’s website.
