MIDDLEBURG HEIGHTS, Ohio – A program that annually awards grants to Middleburg Heights companies that meet predetermined job creation goals is yielding great returns, both for the city and for the businesses.
Director of Economic Development Charles Bichara on April 4 presented job creation grant renewals for the Middleburg Heights Finance Committee to consider, with City Council anticipated to authorize payment of the grants at the April 12 council meeting.
The Job Creation Grant Program’s objective is to attract, retain and expand city businesses. Companies must have at least 50 employees and a $2 million payroll to qualify for the program.
“We have the flexibility to structure these agreements so they are actually helping the companies, and they always provide a positive return for the city,” Bichara said.
Companies with active grant agreements include Quadax Inc., Interlake Maritime Services Inc., Fat Head’s Brewing, Codonics Inc., Bagley AHI Inc., Hopebridge LLC and McCarthy, Burgess and Wolff.
“This year, the seven grant payments will total $310,421 but will reflect at least $69,032,450 in annual retained and created payroll,” Bichara said in a March 11 memo to the mayor, finance director and City Council. “This reflects at least $1,380,648 in direct withholding income tax revenue to Middleburg Heights for 2021.
“Thus, for each dollar spent on job creation grants in 2021, the city received at least $4.48 in return from direct payroll withholding tax,” he added, noting the program facilitated the creation or retention of more than 1,000 jobs.
It allows the city “to take a good hard look at some of our more major employers,” he said.
“Across the board, they have weathered the pandemic very well,” Bichara emphasized. “It is a good, diverse mix of types of operations. They are solid companies, and we continue to have a good working relationship with them.”
