Cabinet Secretary Karlo Nograles on Monday said the creation of a new Department of Overseas Filipinos (DOFIL) will streamline processes and in effect contribute to rightsizing the government agencies, contrary to the belief that it will just compound the already bloated bureaucracy.
"Will DOFIL contribute to the rightsizing? Yes, definitely it will. DOFIL is not creating a totally new office. In fact, to the contrary, it will be an amalgamation of all key offices dealing with migrant [and] migrant workers' protection into a single entity," Nograles told senators in a hearing led by the Senate committees on labor, foreign relations, and finance.
"It consolidates the budgetary allocations to a single public entity to better and more efficiently serve," he added.
The Cabinet official also stressed that the creation of this new department would not be another "big budget ticket" in the national budget.
"The budget previously assigned to absorbed offices will be the statutory budget for this new department," Nograles said.
The roles of the Department of Foreign Affairs' Office of the Undersecretary for Migrant Workers Affairs, Department of Labor and Employment's International Labor Affairs Bureau and National Reintegration Center for OFWS, Commission on Filipinos Overseas, and Department of Social Welfare and Development's International Social Services Office would be assumed by the proposed agency.
The Philippine Overseas Employment Administration and the Overseas Workers Welfare Administration shall be recognized as attached agencies of the proposed DOFIL.
The new department would have one secretary, four undersecretaries, and several assistant secretaries, according to Nograles.
Its main office could be temporarily housed at the building leased by the Commission on Filipinos Overseas and regional offices can be housed at the existing OWWA or DFA-OUMWA desks nationwide, he said.
Nograles urged the senators to pass the measure "most expeditiously."
Senator Christopher "Bong" Go also underscored that the creation of the department for overseas Filipinos is included in the previous two State of the Nation Addresses of the President.
"Hindi naman po ito pandagdag sa ating burukrasya, rather it is a measure to streamline the government services and improve bureaucratic responsiveness," he said.
Senate Minority Leader Franklin Drilon earlier manifested a motion to defer the hearing on the creation of the new department and for the prioritization of the rightsizing bill authored by Senate President Vicente Sotto III.
Senator Joel Villanueva, presiding over the hearing, decided to suspend the deliberation of the hearing and refer the matter to the Senate Committee on Rules for proper action, taking into consideration the other pending bill on rightsizing. —KG, GMA News
