For months as the COVID-19 pandemic raged in Massachusetts, state Senate chiefs of staff — mired in unemployment and eviction woes from constituents — would unrelentingly ask Senate President Karen Spilka’s office for status updates on a report tied to their own flailing workplace.

Then unexpectedly, on the day before New Year’s Eve 2020, Spilka emailed senators and employees the “Massachusetts Senate Climate Assessment Report,” detailing a culture of harassment and gender bias that traumatized Beacon Hill staffers in the wake of the Stanley Rosenberg scandal.
